The Rebbe sais that when Baaley Batim like Moshe Rubashkin or what the Rebbe calls "4 or 5 people" (i.e. the "Vaad Hakohol") want to force their own Choice of Rabbonim, Candidates - The Rebbe refers to it as being worse than Russia’s "Rav Mitaam" (i.e. A Rabbi whose’ candidacy is "approved" and Forced on everyone by the Communist Government)Click Here to Listen to the Sicha in Yiddish:

There is a letter from Rabbi Osdoba from the 29 of Chesvon 5766 where he clearly writtes:
... you should know that the elections for the new Rov had to have my approval ...
Also he writtes there:
... like in the first elections that each candidate needed approval from other Rabbonim that he is appropiate for it ....
1. ARE THIS ELECTIONS APPROVED BY ALL MEMBERS OF THE BADATZ?
2. WHICH RABBONIM APPROVED THESE CANDIDATES?
3. IS RABBI REITPORT MOVING INTO CH?
4. CAN WE SEE A WRITTEN CONSENT FROM ALL THE CANDIDATES THAT THEY ARE ACTUALLY RUNNING
